Bid Opportunities



Pursuant to Section 143-129 of the General Statutes of North Carolina, sealed bids for the Terminal Apron Reconstruction Project at the Smith Reynolds Airport will be received by the Airport Commission of Forsyth County until 9:00 am local time Wednesday, June 1st, 2016 in the Airport Conference Room, 2nd Floor, Airport Terminal Building, Smith Reynolds Airport, 3801 North Liberty Street, Winston-Salem, North Carolina  27105, at which time and place all bids will be publicly opened and read aloud.  Bids received after the stated time will not be accepted.  

All Contractors are hereby notified that they shall have proper Contractor’s licenses as required by the state laws governing their respective trade in the state where this Project is located.

Bid security in the form of a bid bond equal to 5% of the total amount bid is required.  Contract security in the form of 100% Performance and Payment Bonds will be required.

No bid may be withdrawn after closing time for the receipt of bids for a period of ninety (90) calendar days.

Written questions from prospective bidders will be accepted until 5:00 p.m., EST., Friday, May 20th, 2016.   After that, no questions will be answered.  Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.


A Pre-Bid Conference for this project was held on Wednesday, May 11th, 2016 at 10:00 am (local time) at the Smith Reynolds Airport Administrative Offices Conference Room, 3801 N. Liberty Street, Winston-Salem 27105. There will not be another pre-bid conference.  Bidding for this re-advertisement does not require the bidder to have attended the pre-bid conference on May 11, 2016.

Please NOTE: This is a re-bid of this project that had an original scheduled bid opening on 5/24/2016. Bidders are encouraged to reuse the original bid documents that were issued during the bid period, including drawings, project manual, and addendums 1 through 3.

The project is conditioned upon the receipt of Federal and State funding.  Certain mandatory federal requirements apply to this solicitation and will be made a part of any contract awarded:

  • Presidents Executive Order No. 11246 as amended by 29 CFR Part 30 and 41 CFR Part 60.
  • Davis Bacon and Related Acts, 29 CFR Parts 1, 3 and 5.
  • Copeland Act, 29 CFR Part 3.
  • Contract Work Hours and Safety Standards Act.
  • Title VI of Civil Rights Act of 1964.
  • Disadvantaged Business Enterprises participation 49 CFR Part 26 will be required as described in Subpart D of Regulation 49 CFR Part 26, and all pertinent amendments.

By submitting a bid under this solicitation, except for those items listed by the Bidder in a clearly identified attachment to the Bid, the Bidder certifies that steel and each manufactured product, is produced in the United States (as defined in the clause Buy American - Steel and Manufactured Products for Construction Contracts) and that components of unknown origin are considered to have been produced or manufactured outside the United States.


Notice is hereby given to all bidders that Executive Order 11246 and Title VI of the Civil Rights Act of 1964, 78 Sta. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Part 21 are applicable to this contract. 

Notice is hereby given that the bid documents for this project contain a provision for participation by Disadvantaged Business Enterprise (DBE). This project has a goal of 5 percent of the total dollar value of the contract to be performed by DBE subcontractors.

The Airport Commission of Forsyth County reserves the right to waive any informalities or irregularities in or reject any or all bids and to award or refrain from awarding the contract for the work, whichever is deemed to be in the Owner's best interest.
